Dr. Albert is a retired civil servant who has been a successful manager with more than 38 years of experience driving superior departments and overall business leadership working in Ugandan government focusing on planning, statistics, monitoring and evaluating performance of Ministries, Departments, Agencies and Local Governments. Albert worked as: a Commissioner in charge of Monitoring and Evaluation in the Office of the Prime Minister, an M&E Expert at the National Planning Authority, an Assistant Commissioner in charge of Statistics, Research, Monitoring, and Evaluation Planning Department Ministry of Education and Sports, a Lecturer and Head of Department of Statistical Methods Department at the Institute of Statistics and Applied Economics Makerere University . He has published over twenty papers in internationally-refereed journals and four chapters in published books and presented various papers in international academic conferences and workshops and training opportunities for policymakers on topics related to organizational performance and impact evaluation. He holds a Ph.D. obtained from Kobe University majoring in Regional Cooperation Policy Studies. He is also an Adjunct Associate Professor at School of Business and Management at the Uganda Technology and Management University.
