Mr. Masaya Noguchi is an Education Consultant in the Section for Inclusive Quality Education at the UNESCO Multisectoral Regional Office in Bangkok. In his role at UNESCO, he provides technical support to Member States, particularly in the Asia-Pacific Region, assisting with the analysis, design, implementation, monitoring, and evaluation of education sector plans, policies, and programs. He also possesses expertise in education costing and financing projections for national education targets and SDG 4 targets. Additionally, he is pursuing a doctoral degree at Kobe University’s Graduate School of International Cooperation Studies (GSICS), with research interests in education policy and management, education finance, and early childhood education. He holds Master’s degrees in Economics from Kobe University and in International Studies from Korea University. Prior to joining UNESCO, he conducted an internship at the Ministry of Education and Sports in Lao PDR.
