His Right Honorable Amama Mbabazi, Prime Minister of Uganda, presented an Evaluation Award to Professor Keiichi Ogawa of Kobe University’s Graduate School of International Cooperation Studies (GSICS) for his contribution to policy advice and evaluation in the education sector as well as to human/research capacity development in Uganda. Professor Ogawa’s contributions to other developing countries were also widely recognized by the Government of Uganda. The award ceremony took place on May 20th, 2014 during the 2014 Evaluation Week organized by the Office of the Prime Minister in Uganda in conjunction with the Uganda Evaluation Association.
In addition to Professor Ogawa, one international expert, two national experts, and two organizations received the same award from the Government of Uganda. One of the national recipients, Professor Apolo Nsibambi who is a formerly President of Makerere University and the Prime Minister of Uganda, was recognized for his contribution towards his tireless efforts in the development of Uganda’s national monitoring and evaluation policy, research and introduction of coordination and institutional mechanism arrangement in the Government of Uganda.
On May 22nd, 2014, Professor Ogawa delivered a keynote speech on “How Evidence Can Be Used for Better Public Services? Case of Education Sector” to nearly 200 invited guests comprising of policy makers, monitoring and evaluation technical officers from ministries, departments and agencies, representatives from international/ bilateral/ non-governmental organizations, and academic institutions.
