Development Management Policy Seminar “Analytical Framework on Skills Development and Operations in South Asia: From ECD to Job Relevant Skills”

On Wednesday, August 10, 2016, GSICS hosted a Development Management Policy Seminar titled “Analytical Framework on Skills Development and Operations in South Asia: From ECD to Job Relevant Skills” in the Main Conference Room, GSICS building at Kobe University. Invited as speaker was Dr. Shinsaku Nomura, Senior Education Economist at the World Bank Headquarters, who also delivered a summer intensive course at GSICS this month.

Dr. Nomura began by discussing the principal differences between Millennium Development Goals (MDGs) and Sustainable Development Goals (SDGs) and explained the education-focused approaches of the SDGs. Whereas in MDGs Education for All (EFA) goals are most frequently proposed as primary objectives, SDGs are focused more on the diversification of sub-sectors such as early childhood development and technical and vocational education, as well as on the diversification of outcomes; quality, skill validity and process.

Based on his expertise from various projects, including a current field study in Bangladesh, Dr. Nomura explicated the process by which projects are realized and national policy-making is based on the international agenda, through the example of Impact Evaluation methodologies. Such methodologies, used frequently by international organizations in the education sector, are valuable academic resources that can be utilized in research for students, including myself, who are aspiring to become education economists in international institutions.

Dr. Nomura was generous enough to extend the time allocated for the Q&A session for many participants who were anxious to ask questions. This seminar provided the students with a highly useful venue for active exchange of opinions, an opportunity to learn about the emerging educational research approaches and ongoing efforts and results in the education sector.
