On March 1, 2024 (Friday), Professor Keiichi Ogawa was invited to deliver a lecture on “Global Public Policy and Practice in Human Resource Development in the Arab Region: Focused on Yemen” at Fudan University in Shanghai, China. This lecture was organized by the Institute for Global Public Policy (IGPP) and the Fudan-Arab Research Centre for Global Development and Governance as part of the Fudan-Arab Lecture Series. Professor Yijia Jing, the Dean of the IGPP, chaired the lecture and introduced Professor Ogawa to the audience, setting the stage for an enlightening and enriching academic discourse.
Professor Ogawa provided an insightful lecture on the importance and challenges of human resource development in light of his extensive experience at international organizations such as the World Bank. The lecture was divided into three parts: 1) Basic concepts of human resource development; 2) progress in human resource development in the international community; 3) current situation of human resource development in the Arab regions focused on the Yemen case. Professor Ogawa briefed the change in international development goals since 2000 as the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). He also highlighted the severe current issue of “Learning Poverty,” which means low learning achievement relative to significant increases in school enrolment across developing nations. Professor Ogawa pointed out that the learning poverty rate in Yemen was 95% in 2019, which is highly above the average in low- and middle-income countries (53%), and explained regional conflicts and political instability as the causes of the low quality of education in Yemen.
With scholarly finesse and profound expertise, Professor Ogawa illuminated the audience with his profound insights and enriching wisdom on the subject. After the lecture, students and faculty members had a discussion with Professor Ogawa, which helped deepen their comprehension of global human resource development issues, especially focusing on Arab countries.
